Unfortunately there currently is not, but we did in fact release the technical specifications for the .ass format so experienced end users can create their own exporters, so you never know. Someone could actually make a .3ds->.ass converter.
For now, make nicey nice with someone who does have 3D Studio Max and have them import your .3ds mesh and they can export it to .ass for you. A little frustrating of a process, I know, but it's the best you can do right now.
