i couldn't help but notice there is no force v-sync option in the graphic settings things sucks for me because it makes the picture look glitchy for me

You can always just force Vsync through your graphics card control panel.

Hoping Hired Gun will implement that 30FPS mode as per Halo CE.
Keep posting ideas for how to fix the framerate hiccups, the more demand they see, the higher priority they'll assign it. Just like anything else you'd like. That's kinda how the world works... (well, some times)

Not really, because if you look like a jerk people will walk away.
If you compose yourself semi-intelligently but are very stiff in your demands yet open to reason... that's somewhat the best way to get what you want.
